Safe Grant Program (A.776A/ S.3280A)

The New York State Coalition Against Sexual Assault (NYSCASA) supports this legislation, which would amend the public health law and the executive law, in relation to establishing the sexual assault forensic examiner grant program.

This would establish a grant program that would award grants to SAFE programs that provide

integral statewide services to victims of sexual assault. The grant would be awarded based off of the demonstration of a specific need for training or resources to assist victims of sexual assault.

SAFE/SANE examiners provide integral services to victims of sexual assault. They must complete specialized training and clinical preparation to become certified by the Department of Health. Certification signifies that this SAFE/SANE can offer a comprehensive medical forensic examination, which include the collection and preservation of forensic samples, a detailed physical and emotional assessment and written/electronic and photographic documentation. They also work collaboratively with other professionals across different disciplines in the community to provide vital services to survivors of sexual assault.[1] It is important to make sure these professionals have the resources they need to be effective in their roles.
